Dr. Chilo L. Madrid possesses over 40 years of experience in the provision of drug demand reduction and behavioral health care services. He has a two post-graduate degrees in Clinical Psychology. Additionally, Dr. Madrid is a Board Certified Professional Counselor, a Master Addiction Counselor, and a Licensed Chemical Dependency Counselor. Currently, he is the President of the innovative Border Institute of Excellence (BIE), which is an organization dedicated to drug demand reduction efforts along the U.S./Mexico border. Dr. Madrid is also the Chief Executive Officer for Aliviane, Inc. a 40 year old organization that to date is the largest and most comprehensive drug demand reduction and behavioral health care agency along the U.S./Mexico border. During Dr. Madrid’s four (4) decades of public health service, he has been appointed to a number of prestigious local community planning boards and one school board, several state organizational boards and task forces like the Texas Governor’s Task Force on Inhalant Abuse, and various national boards such as the Substance Abuse and Mental Health Administration (SAMHSA), Center For Substance Abuse Treatment (CSAT), Advisory Council and the Veterans Administration Advisory Council. Throughout his career, Dr. Madrid has been the recipient of numerous recognitions to include the prestigious national Carlos Finley Public Health Service Award and a Congressional Record of Service.
