Marvin J. Southard, is the Director of the County of Los Angeles Department of Mental Health. The Department administers the largest public mental health system in the country, serving over 210,000 consumers annually with a budget of over $1.1 billion. As Director, he is responsible for one of the most ethnically diverse counties in the United States, with more than 90 different languages spoken in local public schools. Ethnic minorities represent almost 66.5% of the County’s population. Of the 210,000 individuals served by the system, approximately 60,000 are children.

Dr. Southard formerly served as Local Mental Health Director of Kern County (Bakersfield, California) from 1993-1998. He is the Past-President of the Kern County Network for Children; Trustee, California School Work Education Consortium; Co-Chair, Co-occurring Disorders Joint Action Committee; and clinical Associate Professor of Psychiatry and the Behavioral Sciences, University of Southern California School of Medicine. Dr. Southard is a teacher, lecturer, consultant, and author of many articles related to the mental health field.
